Charlotte Horobin

Chief Executive Officer

Charlotte Horobin became Chief Executive Officer of the Cambridgeshire Chamber of Commerce in July 2023. She joined the Chamber following her tenure as Region Director for the Midlands and East of England at Make UK, the national body for UK manufacturing.

Charlotte is responsible for leading the representation of the Chamber membership and holds numerous positions influencing regional strategy. She is a member of the Cambridgeshire & Peterborough Combined Authority Business Board and chairs its Skills & Employment Board. She has extensive experience across regional policy, having formerly served on the Midlands Engine Partnership Board and as a Board Director of the West Midlands Growth Company.

Charlotte is also deeply involved in supporting innovation and education, currently serving as Chair of the Strategic Advisory Board for InterAct, a major ESRC-led network focused on Made Smarter Innovation. She is also a member of the University of Cambridge Industry Advisory Board at the Institute for Manufacturing. She gained her undergraduate degree from The University of Leeds in Biomedical Science before completing her Masters at The University of Nottingham. Her industry recognition includes being named in The Manufacturer Top 100 in 2022 and the Trade Association Forum’s Women in Trade Association Forum Powerlist 2023.

Sadie Parr

Sadie Parr celebrated an incredible 25 years with the Chamber in May 2026, making her the organisation’s longest-serving employee.

As Head of Operations, Sadie is the backbone of the Chamber, bringing a wealth of knowledge, expertise and dedication to her role. She oversees the day-to-day running of the organisation, ensuring that members and stakeholders receive a professional and efficient service.

Sadie plays a pivotal role in maintaining the Chamber’s high standards, leading on quality systems, British Chambers of Commerce accreditation, Health & Safety, and HR processes. Her attention to detail, commitment to excellence and deep understanding of the organisation make her an invaluable member of the team and a key contributor to the Chamber’s continued success.

A lifelong learner, Sadie is committed to both personal and professional development. She earned the Certificate in Marketing from the Chartered Institute of Marketing in 2018 and more recently achieved her First Aid qualification and the IOSH Managing Safely certificate, further strengthening her expertise in organisational operations and workplace safety.

Sadie’s passion for improvement extends beyond the Chamber into the local community. She actively chairs the Service Improvement Panel for a local housing association, working closely with the Board, Executive Leadership Team and other involved customers to scrutinise services, champion customer perspectives and drive meaningful improvements.

With her extensive experience, collaborative approach and commitment to continuous improvement, Sadie remains a driving force within both the Chamber and the wider community.

Connor Butler

Engagement Manager

Connor Butler’s role focuses on strengthening relationships, building partnerships, and championing opportunities for members across the region. He ensures that businesses of all sizes have the necessary support, visibility, and influence to grow and succeed.

Connor is a graduate of Aberystwyth University, where he earned both an undergraduate degree in History and a Master’s in History and Heritage. He also completed an apprenticeship in Business Administration and Economic Development. This blend of academic insight and practical skills shapes his passion for driving sustainable growth and supporting the region’s economy.

Connor lends his energy and expertise to community life, serving as a trustee of Peterborough Cathedral, where he helps safeguard a key heritage institution. He also serves as a co-opted governor at Stretham Primary School, supporting the next generation in their learning journey. His mix of professional drive and community involvement makes him a dynamic advocate for business across Cambridgeshire, Peterborough, and Stamford.

Nick Frank

Nick joined the Chamber team in October 2024 bringing with him a wealth of cross-sector experience spanning finance, education, and business development. In his current role, he leads the Chamber’s work with employers and educators, helping to build strong and sustainable talent pipelines across the region.

Nick has a background in the Financial Services industry, where he spent over a decade supporting US businesses in establishing a presence in the UK and Europe. During this time, he also played a key role in scaling a successful investment firm.

Over his career Nick as also taken the opportunity to transition into education, spending two years teaching Business Studies. This experience profoundly deepened his commitment to skills development and workforce readiness. His move to Cambridgeshire brought him closer to family and opened this new chapter in his career.

His cross-sector expertise is instrumental in shaping and delivering the Local Skills Improvement Plan, ensuring it reflects the real needs of both employers and learners.

Tracy Marshall

Membership & Growth Manager

Tracy began her career within the Chamber of Commerce movement, spending six years as a Membership Manager in South Derbyshire. During her time there, she launched the first-ever Patron scheme, a model that was subsequently adopted throughout the Chamber network.

Tracy Marshall joined the Cambridgeshire Chamber team in April 2025 as the Membership & Growth Manager, bringing a wealth of experience from the SME and non-profit sectors.

Tracy has a strong entrepreneurial background, having run her own marketing agency in Peterborough for over 13 years and in 2015 she gained a Diploma in Digital & Direct Marketing.

More recently, she gained valuable experience working within non-profit organisations across various roles, including strategic marketing, internal and external marketing communications, and campaign management.

Her position plays a key role in membership retention and implementing strategies to improve member satisfaction and reduce churn rate. She oversees the Membership and Marketing teams at the Chamber and is also responsible for managing sponsorship.

Zoe Brennan

Events & Training Manager

Zoe Brennan joined the Chamber in 2021 as Events Co-ordinator and quickly progressed, becoming the Events & Training Manager in 2023.

As the Chambers’ Events & Training Manager, she leads the development and delivery of dynamic, high-value events that connect businesses and drive professional growth. She has successfully organised a wide range of business-focused events, from networking sessions and seminars to dinners, workshops, and exhibitions.

Zoe is recognised for her meticulous attention to detail and strategic planning, ensuring every event delivers maximum impact. She is passionate about creating meaningful opportunities for collaboration that align with the needs of Chamber members. A highlight of her role has been the re-launch and successful management of CambsB2B, the Chambers’ flagship business-to-business exhibition.

Anna Corrigan

Sales Relationship Executive

Anna joined the Chamber in September 2025 as part of the Membership team.

She brings a well-rounded background in Customer Service, equipping her with excellent relationship building and problem-solving skills. Anna is eager to get to know our members and is focused on supporting them to get the very best from their membership, as well as helping to grow the Chambers’ overall membership base.

Jareth Porter-Lloyd

Engagement Officer

Jareth joined the team in February 2026 as part of the Engagement team, looking to further support the strengthening of the existing bonds between the Chamber and its members, as well as expand the membership base using skills accumulated from previous customer facing roles.

Jareth comes out of Keele University with an undergraduate degree in economics, being a member of the athletics / cross country society for all 3 of those years, attributing the ability to balance work and life to important skills such as diligence, organisation and leadership.

He hopes that with a blend of creative new ideas, he will push the chamber to maintain and exceed growth expectations, whilst being a bustling hub of opportunity for every member involved within.

Mandy Hobbs

Operations Coordinator

Mandy joined the Chamber in May 2026 as Operations Coordinator. She brings a wealth of experience of customer service and account management from both the Electronics and Pharmaceutical industries, where she provided end- to -end support. Positive and proactive she is enthusiastic about creating new connections through the Chamber

Outside work Mandy likes to spend time with her husband and their Terrier, Dolly. She also enjoys going to the theatre, ADC and Arts in Cambridge. She also recently taken an interest in creating an ‘Indoor Jungle’ after a recent course at the Botanic Gardens.

Natasha Gill

Events & Training Officer

Tasha joined the Chamber in August 2026 as our Events & Training Officer to support the planning and delivery of Chamber events.

Alongside her role, Tasha will be undertaking a degree apprenticeship in Project Management at Anglia Ruskin University, bringing the knowledge and skills she develops into her work with the Chamber.

She joins us with an undergraduate degree in International Development from the University of Leeds, and a strong interest in policy, sustainability and government. Her academic background has shaped her passion for supporting the local economy and contributing to economic growth across the region.

Shauna Kelly

Marketing & Communications Executive

Shauna Kelly joined the Chamber team in March 2025, bringing a strong background in marketing and events. She is passionate about amplifying voices and telling stories that connect people and businesses.

With a BA (Hons) in Writing & Film from Anglia Ruskin University, Shauna honed her skills in written communication and creative storytelling, foundations that have shaped her career in marketing. During her early studies at Cambridge Regional College, she was named Student of the Year in Multimedia Journalism and was later invited back to teach students about radio broadcasting.

Over the years, Shauna has developed expertise in content creation, copywriting, marketing analytics, event promotion, and communication strategy. She believes marketing is a powerful tool for business growth and is proud to be part of the Chamber, helping members showcase their strengths and share their stories in ways that make an impact. At the Chamber, she thrives on creating impactful content, supporting campaigns, and helping businesses across the region grow their visibility.

Helen Stewart

Personal Assistant to Chief Executive Officer

Helen Stewart joined the Chamber at the start of 2024 to support the Chief Executive Officer.

Helen is a highly experienced PA/EA, bringing over 15 years of expertise supporting a wide variety of different businesses and individuals. Her diverse career includes providing executive assistance to the Chancellor of the Exchequer, supporting various theatre productions in the West End of London, and working for a world-renowned PR and Reputation Management firm.

Dr Ilona Karpanos

Associate Partner – International Trade and Economic Development

Dr Ilona Karpanos joined the Chamber in April 2024 as the International Trade Advisor, supporting businesses across Cambridgeshire, Peterborough, and Stamford in expanding their global reach. She plays a key role in helping companies to begin their export journey, explore new international markets, and grow their import and export operations.

Ilona brings nearly 20 years of experience in international trade and business development to her role. She is a highly skilled project manager and consultant, having worked with both SMEs and large enterprises across a wide range of industries. Her expertise includes market research, market entry strategies, and tailored support for companies at every stage of their international growth.

She holds an MBA in Marketing, an MA in International Business, and a BA in Finance, providing a strong blend of academic depth and practical insight to her advisory role.

Bailey

Chief Wellbeing Officer

Bailey, a remarkably puppy-like 10-year-old, takes his role as Chief Wellbeing Officer very seriously – when he is not found snoring under a desk. Officially, he belongs to Zoe, the Events & Training Manager, but the rest of the office might strongly disagree, as he is generally accepted as belonging to everyone.

His key duties involve leading lunchtime walks and encouraging screen breaks for the entire team. He keeps staff active with impromptu ball-throwing sessions and appears reliably at desks during lunchtime in the hope of sandwich crumbs.

Whether he is boosting morale, reminding the team to move, or simply brightening the office with his wagging tail, Bailey is firmly at the heart of workplace wellbeing at the Chamber.
